Swansea Council is seeking a qualified agency to develop a consultation and policy framework with the Council’s Cultural Services – determining a strategy development plan for the City and County’s cultural offer. The strategy should reflect the cultural identity of the region, and draw on its ability to sustain and generate opportunities for the growth of arts, culture and the creative economy, special events, destination tourism and marketing, sports well-being and leisure, along with community learning and cohesion accessed e.g. through our libraries and associated community hubs, museums, archives and heritage plans.

Background Information

Swansea Council has previously embarked on work to develop a city-wide cultural strategy – undertaking consultation in order to reach agreed priorities across the portfolio, partnerships and impacts.  This took place alongside our commitments to the UCLG Culture21 European Pilot programme, and the combined work resulted in a ‘cultural framework’ for the area, a Diversity Pledge, and a subsequent (shortlisted) bid to UK City of Culture.  

Much of this work will still have relevance and resonance with city partners, practitioners, funders and governance agencies but needs a full refresh to consider any gaps, or reflections on successes already secured.

The principles of our approach to delivering cultural programming underpins the City’s investment in, directly, and within a mixed economy of partnerships and contracted services, a network of cultural assets, including museums, galleries, theatres, creative businesses and practitioners, sports facilities, libraries, and historic sites. The sustainability of these is informed by commitments to foster community engagement, economic development, inclusion, equalities, human rights and overall well-being.
