1. Introduction and Project Scope

In 2023, Powys County Council Cultural Services developed an Arts Strategy which informs how the council will continue to strategically support arts and culture across the county. A key strategic aim identified within the strategy is for the service to better recognise and support the role of arts and culture in helping to address the Climate Emergency.

As part of beginning to implement the strategy, Cultural Services has secured grant funding from the Shared Prosperity Fund to scope, develop and support a network of opportunities for arts, nature-based and environmental partners to work collaboratively with a focus on environmental issues and the climate emergency.

To date, the project team has nurtured relationships, identified current activity, and ascertained organisations (both arts and non-arts) who are interested in being part of a network of arts and environmental collaboration across Powys. We are now seeking to commission the services of an external agency or specialist to:

  • Work collaboratively with the project team and interested parties to develop the network’s scope, remit, aims, and values, and support the production of a statement of purpose and commitment for initial network members.
  • Work collaboratively with the project team and interested parties to explore the role of arts, culture and creative approaches as a catalyst to grow engagement, change behaviours, amplify and soften messages around, and help to address environmental themes.
  • Deliver training and support to interested parties and PCC to assist collaborative project ideation and development, that is grounded in local communities, landscape, place, and wellbeing, and which supports the strategic mission of arts, nature and environmental organisations.
  • Deliver training and support to interested parties to explore practical ways in which organisations can reduce their environmental impact across their operations, activities, planning and delivery.

We envisage that this activity will be delivered through a combination of in-person and online training, discussion and peer exchange sessions, however we are keen to work with and benefit from the expertise of the appointed supplier in agreeing the final programme of activity.

3. Skills

The external specialist must have:

  • Knowledge and understanding of the arts and cultural and the nature and climate emergency sectors.
  • Experience and expertise in supporting collaborative project ideation and development of programmes of activity between the arts and environmental sectors.
  • Experience and expertise as a sustainability, nature and climate emergency specialist.
  • A good track record in delivering training incorporating sustainability, climate action and social justice themes to support the arts and cultural sector.

4. External specialists wishing to be considered should submit the following:

  • A quotation for the work.
  • A method statement outlining the approach to be taken, including the timescale.
  • A breakdown of costs.
  • An outline of the professional skills and experience the external specialist will bring.
  • Examples of similar work undertaken.
  • A timetable for the project.

5. Project Timescale

The target date for commissioning the work is 9 August 2024 with an immediate start following this.

We anticipate that the appointed supplier will work with the project team to develop the programme of activity in August, with activity then being delivered between September and November 2024.

The target date for full completion is 22 November 2024.

7. Project Budget

£15,000 (excluding VAT) 

8. Evaluation Criteria

The following criteria will be used to evaluate brief submissions:

  • 40% - financial value of the quotation.
  • 60% - qualitative information, broken down as follows:
    • 30% - assessment of expertise/similar work undertaken
    • 30% - method statement outlining approach
